HR Shared Services

Overview

To help your business improve HR processes, Enterprise Singapore appointed a pool of HR service providers to offer you shared access to HR systems and services, including advisory services. With this, you can outsource some HR functions and adopt HR solutions to maximise internal resources.

Potential Benefits

By outsourcing operational HR activities such as payroll processing and employee data administration, you can focus on core business functions and strategic HR roles such as talent attraction and development, and look forward to savings in costs and resources.

You can select up to 3 areas of work for outsourcing. These areas cover (1) Basic HR Operations, (2) HR Advisory and (3) Shared HR Information Systems. To view the full list of appointed HR Shared Services, scroll to bottom of page .

Supportable Activities & Qualifying Cost

Businesses can receive funding support of up to 70% of qualifying costs, including a one-time set up cost and monthly subscription cost capped at 12 months. Participating companies must commit to the subscription of these services for a minimum period of 12 months.

The following will be supported under the one-time set up cost:

  • Needs analysis
  • Enhancement of existing HR policies
  • Data migration from existing process/system to HR Information System

The following activities can be supported under the monthly subscription cost:

  • Engaging appointed HR service providers to manage each of the pre-scoped areas of work covered under:
    • Basic HR Operations
    • HR Advisory
    • Shared HR Information Systems

Non-Supportable Activities

The following activities will not be supported:

  • Consultancy cost on developing new HR policies
  • Successful manpower placement and job advertisement cost
  • Training cost
  • System installation cost

Eligibility

Local companies can apply if they meet the following criteria:

  • Registered and operating in Singapore
  • Have a minimum 30% local shareholding (by Singaporean or PR); and
  • Have group annual turnover of not more than S$100 million OR group employment size of not more than 200 employees.

How to apply?

Step 1:
Select an Appointed Service Provider .

Step 2:
Download and complete the HR Shared Services (HRSS) project template (pdf, 61KB).

Step 3:
Log onto the Business Grant Portal (BGP) and select Human Capital Development as the development area.

Step 4:
Complete the online application form and upload the completed project proposal.
